为维护计量领域的公信力，确保计量证书的合法性、真实性和准确性，天津新广行检测技术有限公司(以下简称“我司”)就出具的所有计量证书，郑重作出如下承诺：
一、 基本原则承诺
1. 合法合规承诺：我司严格依据《中华人民共和国计量法》及其他相关法律法规、国家计量检定规程/校准规范开展计量活动，并在授权或认可的能力范围内出具证书。
2. 真实承诺：我司出具的每一份计量证书(包括但不限于检定证书、校准证书、检测报告等)均建立在真实、有效的检测/校准活动基础之上。一器一证，一证一据，绝不出具任何未经实际检测的“空头证书”或“虚假证书”。
3. 数据溯源承诺：证书中的所有数据、结果均源于可追溯的原始记录，绝无伪造、篡改、编造或选择性使用数据的行为。所有原始记录均完整保存，以备上级主管机构监督核查。
二、 具体行为承诺
1. 过程真实承诺：证书所载明的数据，来源于对送检仪器实物的完整、规范的检测/校准过程。绝不套用以往数据、预估数据或利用其他仪器数据生成证书。
2. 信息准确承诺：证书上记载的客户信息、仪器信息(名称、型号、编号等)、检测日期、环境条件、所使用的计量标准器等所有内容，均与实际情况完全相符、准确无误。
3. 结论客观承诺：证书中的检测结论、校准结果及测量不确定度评定均客观、公正，不受任何商业、财务或其他方面的不当压力和影响。
4. 做好校准人员的培训、管理、监督，保证校准人员具备校准CNAS项目的实际能力。
三、 责任与后果
我方完全知悉并理解，计量证书的弄虚作假是严重的技术欺诈行为，破坏了市场公平和贸易诚信。在此确认：
如若违反以上任何承诺，经查实，我方愿承担由此引发的一切法律、经济及信誉责任。
我方接受上级监管部门的监督与检查，如有虚假，我方同意：
1）立即收回并注销涉事虚假证书；
2）承担由此给客户、消费者或第三方造成的相关损失；
3）接受上级主管部门依法做出的行政处罚，并承担可能引发的法律责任。

In order to uphold the credibility of the metrology field and ensure the legality, authenticity, and accuracy of metrology certificates, Tianjin Xinguangxing Testing Technology Co., Ltd. (hereinafter referred to as "our company") solemnly commits to the following regarding all metrology certificates issued:
I. Commitment to Basic Principles
1. Commitment to Legality and Compliance: Our company strictly conducts metrology activities in accordance with the *Metrology Law of the People's Republic of China* and other relevant laws, regulations, national metrological verification procedures, and calibration specifications, and issues certificates within the scope of authorized or accredited capabilities.
2. Commitment to Authenticity:Every metrology certificate issued by our company (including but not limited to verification certificates, calibration certificates, inspection reports, etc.) is based on genuine and effective testing/calibration activities. Each instrument corresponds to one certificate, and each certificate is backed by evidence. We will never issue any "empty certificates" or "false certificates" without actual testing.
3. Commitment to Data Traceability: All data and results in the certificates originate from traceable original records. There is no falsification, tampering, fabrication, or selective use of data. All original records are fully retained for supervision and verification by higher authorities.
II. Commitment to Specific Practices
1. Commitment to Process Authenticity: The data stated in the certificates are derived from complete and standardized testing/calibration processes performed on the submitted instruments. We will never reuse previous data, estimate data, or generate certificates using data from other instruments.
2. Commitment to Information Accuracy: All information recorded on the certificates, including client details, instrument information (name, model, serial number, etc.), testing dates, environmental conditions, and the metrological standards used, is fully consistent with and accurately reflects the actual situation.
3. Commitment to Objective Conclusions: The inspection conclusions, calibration results, and measurement uncertainty evaluations in the certificates are objective and impartial, free from any undue commercial, financial, or other pressures or influences.
4. Commitment to Personnel Competence:We commit to providing training, management, and supervision for calibration personnel to ensure they possess the practical capabilities required for calibrating CNAS-accredited projects.
III. Responsibility and Consequences
We fully acknowledge and understand that falsifying metrology certificates constitutes serious technical fraud, undermining market fairness and trade integrity. Hereby, we confirm:
Should we violate any of the above commitments, upon verification, we are willing to bear all resulting legal, economic, and reputational liabilities.
We accept supervision and inspection by higher regulatory authorities. In the event of any falsification, we agree to:
1) Immediately recall and revoke the involved false certificates;
2) Compensate for any related losses incurred by clients, consumers, or third parties;
3) Accept administrative penalties imposed by higher authorities in accordance with the law and bear any potential legal liabilities.
